Administrator Functionality 

-	Administrators will have access to viewing uploaded documents and account information
without permission from the user
-	However, when EDITING a user account’s data, this action would require a confirmed
permission from the account owner. 
-	Removal action by the administrator will trigger an email notification to the affected
user.
